Technical Data Letters of Explanation Under Review by BIS

The Bureau of Industry and Security is soliciting comments through March 24 on technical data letters of explanation, which assure BIS that U.S.-origin technical data will be exported only for authorized end-uses, end-users and destinations. The information contained in these letters describes the transaction and fixes the scope of technology to be exported, the parties to the transaction, their roles, the purpose of the export, and the methods authorized to be used in exporting the technology. The letters also place the foreign consignee on notice that the technical data is subject to U.S. export controls and may only be reexported in accordance with U.S. law.
