Background

The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases.

Hot-rolled steel – rescission of administrative review of AD duty order on hot-rolled carbon steel flat products from China for the period Nov. 1, 2018, through Oct. 31, 2019, and instruction to CBP to assess AD duties on entries of such goods at the applicable cash deposit rates

Kitchen shelving – sunset review determination that revocation of AD and CV duty orders on kitchen appliance shelving and racks from China would be likely to lead to continuation or recurrence of (1) dumping at margins up to 95.99 percent and (2) countervailable subsidies at rates of 19.13 to 175.03 percent

New reviews – initiation of administrative reviews of the following AD and/or CV duty orders for the periods April 1, 2019, through March 31, 2020 (AD) or Jan. 1 through Dec. 31, 2019 (CV)

- biodiesel from Argentina and Indonesia (AD)

- R-134a from China (AD)

- activated carbon from China (AD)

- aluminum foil from China (AD/CV)

- drawn stainless steel sinks from China (AD)

- magnesium metal from China (AD)

- stainless steel sheet and strip from China (AD/CV)

Rebar – affirmative determination that rebar bent at one or both ends and produced and/or exported by a specific company is circumventing the AD duty order on steel concrete reinforcing bar from Mexico, which covers rebar that is straight or coiled

Steel wire rod – sunset review determination that revocation of AD and CV duty orders on carbon and certain alloy steel wire rod from China would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time
