AD/CV: Steel Racks, Nails, Fittings, OCTG, Aluminum Wire and Cable

Steel Racks. The International Trade Administration has made a preliminary affirmative countervailing duty determination on steel racks from China. As a result, the ITA will instruct U.S. Customs and Border Protection to collect CV cash deposits on imports of subject goods at the preliminary net subsidy rates of 5.04 percent to 150.49 percent.

Steel Nails. The ITA has rescinded its administrative review of the antidumping duty order on steel nails from Vietnam for the period July 1, 2017, through June 30, 2018, due to the petitioner’s timely withdrawal of its request for review. The ITA will instruct CBP to assess AD duties on entries of subject goods at the AD cash deposit rates in effect at the time of entry or withdrawal from warehouse for consumption.

Forged Steel Fittings. The ITA has issued AD duty orders on forged steel fittings from China and India and a CV duty order on such goods from China, effective Nov. 26. Weighted average dumping margins are currently 8 percent to 142.72 percent for China and 49.43 percent to 80.2 percent for Italy. The net subsidy rate for China is currently 13.41 percent.

The goods covered by these orders are carbon and alloy forged steel fittings, whether unfinished (commonly known as blanks or rough forgings) or finished. Such fittings are made in a variety of shapes, including elbows, tees, crosses, laterals, couplings, reducers, caps, plugs, bushings, unions, and outlets. Forged steel fittings are covered regardless of end finish, whether threaded, socket-weld, or other end connections. All types of fittings are included in the scope regardless of nominal pipe size, pressure rating, and wall thickness and whether or not heat treated.

Subject fittings are normally entered under HTSUS 7307.99.1000, 7307.99.3000, 7307.99.5045, and 7307.99.5060 and may also be entered under HTSUS 7307.92.3010, 7307.92.3030, 7307.92.9000, and 7326.19.0010.

Excluded from these orders are (1) all fittings entirely made of stainless steel, (2) flanges, butt weld fittings, butt weld outlets, nipples, and all fittings that have a maximum pressure rating of 300 PSI or less, and (3) fittings certified or made to specified standards so long as they are not also manufactured to the specifications of certain other standards.

Oil Country Tubular Goods. The ITA has corrected its amended final affirmative dumping determination on OCTG from India to reflect a recalculated “all others” dumping margin of 11.24 percent and a revised “all others” cash deposit rate of 0.60 percent, effective March 26, 2017.

Aluminum Wire and Cable. The ITA has postponed from Dec. 17 to Feb. 19 its preliminary CV duty determination on aluminum wire and cable from China.
