AD/CV: Paper, Steel, Hand Tools, Construction Castings

Coated Paper. The International Trade Administration is continuing the antidumping and countervailing duty orders on coated paper suitable for high-quality print graphics using sheet-fed presses from China and Indonesia for five years, effective Jan. 6.

The scope of these orders covers certain coated paper and paperboard in sheets suitable for high-quality print graphics using sheet-fed presses; coated on one or both sides with kaolin (China or other clay), calcium carbonate, titanium dioxide, and/or other inorganic substances; with or without a binder; having a GE brightness level of 80 or higher, weighing not more than 340 grams per square meter; whether gloss grade, satin grade, matte grade, dull grade, or any other grade of finish; whether or not surface-colored, surface-decorated, printed (except as described below), embossed, or perforated; and irrespective of dimensions. Coated paper includes (a) coated free sheet paper and paperboard that meets this scope definition, (b) coated groundwood paper and paperboard produced from bleached chemithermo-mechanical pulp that meets this scope definition, and (c) any other coated paper and paperboard that meets this scope definition. Coated paper is typically (but not exclusively) used for printing multi-colored graphics for catalogues, books, magazines, envelopes, labels and wraps, greeting cards, and other commercial printing applications requiring high quality print graphics.

Covered goods are currently classifiable under HTSUS 4810.14.11, 4810.14.1900, 4810.14.2010, 4810.14.2090, 4810.14.5000, 4810.14.6000, 4810.14.70, 4810.19.1100, 4810.19.1900, 4810.19.2010, 4810.19.2090, 4810.22.1000, 4810.22.50, 4810.22.6000, 4810.22.70, 4810.29.1000, 4810.29.5000, 4810.29.6000, 4810.29.70, 4810.32, 4810.39, and 4810.92.

Specifically excluded from the scope of these orders are paper and paperboard printed with final content printed text or graphics.

Hot-Rolled Steel. In the final results of its administrative review of the AD duty order on hot-rolled carbon steel flat products from India for the period Dec. 1, 2014, through Nov. 30, 2015, the ITA has found that Ispat Industries Ltd., JSW Steel Ltd., JSW Ispat Steel Ltd., and Tata Steel Ltd. had no shipments of the subject goods during this period. As a result, their AD cash deposit rates will remain unchanged.

Steel Threaded Rod. The ITA has amended the final results of its administrative review of the AD duty order on steel threaded rod from China for the period April 1, 2014, through March 31, 2015, to specify weighted average dumping margins of zero for RMB Fasteners Ltd. and IFI & Morgan Ltd. and 5.40 percent for Zhejiang New Oriental Fasteners Co. Ltd.

Hand Tools. The ITA has continued the AD duty order on heavy forged hand tools, finished or unfinished, with or without handles, from China for five years, effective Jan. 6.

The goods covered by these orders are (1) hammers and sledges with heads over 1.5 kg (3.33 pounds), (2) bars over 18 inches in length, track tools, and wedges, (3) picks and mattocks, and (4) axes, adzes, and similar hewing tools. Subject hand tools are manufactured through a hot forge operation in which steel is sheared to required length, heated to forging temperature, and formed to final shape on forging equipment using dies specific to the desired product shape and size. These products are classifiable under HTSUS 8205.20.60, 8205.59.30, 8201.30.00, and 8201.40.60.

Iron Construction Castings. The ITA has continued the AD duty orders on iron construction castings from Brazil, Canada, and China and the CV duty order on such castings from Brazil for five years, effective Jan. 6.

The goods covered by these orders include manhole covers, rings, and frames, catch basin grates and frames, and cleanout covers and frames used for drainage or access purposes for public utility, water, and sanitary systems, classifiable as heavy castings under HTSUS 7325.10.0010. The AD duty orders for Brazil and China also cover valve, service, and meter boxes placed below ground to encase water, gas, or other valves or water and gas meters, classifiable as light castings under HTSUS 7325.10.0050.
