AD/CV: Steel, Electrolytic Manganese Dioxide, Glycine, Pressure Pipe

Cold-Rolled Steel. The International Trade Administration has rescinded its administrative reviews of the antidumping duty order on cold-rolled steel flat products from India for the period March 7, 2016, through Aug. 31, 2017, and the countervailing duty order on such goods for the period Sept. 16 to Dec. 31, 2016, based on the timely withdrawal of the requests for review. The ITA will instruct U.S. Customs and Border Protection to assess AD and CV duties on entries of subject goods during these periods at the cash deposit rates required at the time of entry or withdrawal from warehouse for consumption.

Hot-Rolled Steel. The ITA has rescinded its administrative review of the AD duty order on hot-rolled steel flat products from the Netherlands for the period March 22, 2016, through Sept. 30 2017, due to the timely withdrawal of the request for review. The ITA will instruct CBP to assess AD duties on entries of subject goods during this period at the AD cash deposit rates required at the time of entry or withdrawal from warehouse for consumption.

Electrolytic Manganese Dioxide. The ITA has rescinded its administrative review of the AD duty order on electrolytic manganese dioxide from China for the period Oct. 1, 2016, through Sept. 30, 2017, due to the timely withdrawal of the request for review. The ITA will instruct CBP to assess AD duties on entries of subject goods during this period at the AD cash deposit rates required at the time of entry or withdrawal from warehouse for consumption.

Glycine. Pursuant to a court decision, the ITA has amended the final results of its administrative review of the AD duty order on glycine from China for the period March 1, 2013, through Feb. 28, 2014, to specify a weighted average dumping margin of zero for Baoding Manton Fine Chemistry Co. Ltd. If the court decision is not appealed or is upheld on appeal, the ITA will instruct CBP to liquidate unliquidated entries of subject goods from Baoding without regard to AD duties and to halt the collection of AD cash deposits on such goods effective March 22, 2018.

Pressure Pipe. The ITA has rescinded its administrative review of the CV duty order on welded stainless pressure pipe from India for the period March 11 through Dec. 31, 2016, based on the timely withdrawal of the requests for review. The ITA will instruct CBP to assess CV duties on entries of subject goods during this period at the cash deposit rates required at the time of entry or withdrawal from warehouse for consumption.
