Special Export License for Iraq Reconstruction Eliminated
The Bureau of Industry and Security has issued a final rule that, effective Jan. 4, will remove the special Iraq reconstruction license from the Export Administration Regulations.
BIS states that this license was established in 2004 to allow for faster processing times and longer license validity periods for exports and reexports to Iraq and transfers within Iraq of items in furtherance of civil reconstruction and other projects. However, exporters supplying items used in support of such projects have not relied on this license, apparently because of its complexity and narrowness. In addition, the relative advantages of this license have been offset by changes to individual licenses and other types of authorizations that provide less complex alternatives.
