AD/CV: Rubber Bands, Magnesium, Quartz Surface Products

Rubber Bands. The International Trade Administration has made final affirmative antidumping and countervailing duty determinations on rubber bands from China. The ITA will instruct U.S. Customs and Border Protection to collect AD cash deposits on entries of such goods at the final weighted average dumping margin of 27.27 percent. In addition, if the International Trade Commission makes a final affirmative CV injury determination, the ITA will instruct CBP to resume collection of CV cash deposits at the final net subsidy rate of 125.77 percent.

Magnesium. The ITA has initiated AD and CV duty investigations of magnesium from Israel. Alleged dumping margins are 92.06 percent to 130.61 percent. The ITA’s preliminary determinations are due by Jan. 17 (CV) and April 2 (AD), 2019. The ITC’s preliminary AD and CV injury determinations are due by Dec. 10.

Quartz Surface Products. The ITA has made a preliminary affirmative AD duty determination on quartz surface products from China. The ITA will instruct CBP to require AD cash deposits on subject goods at the rates of 242.10 percent to 314.10 percent. The ITA’s final determination is due by April 4, 2019.
