Duty Rate Hike Proposed for Pipe Fittings

U.S. Customs and Border Protection is proposing to reclassify pipe connectors designed for placement in hydroponic piping systems as iron pipe fittings under HTSUS 7307.19.3085 (5.6 percent duty) or copper pipe fittings under HTSUS 7412.20.0035 (3.0 percent duty) rather than as other articles of iron or steel under HTSUS 7326.90.8587 (2.9 percent duty) or other articles of copper under HTSUS 7419.99.5010 (duty-free). CBP explains that while the construction and operation of these items may vary from those of traditional “tees,” they nevertheless retain the form of a tee classifiable as a pipe fitting in headings 7307 and 7412.

Ruling NY M82071 would be revoked to reflect this change. Comments on this proposed revocation are due by June 15.
