AD/CV: Polyester Fiber, Copper Pipe, Paper Clips, Alcohol, Steel Tubing

Polyester Staple Fiber. The International Trade Administration has postponed from Aug. 24 to Oct. 30 its preliminary countervailing duty determinations on fine denier polyester staple fiber from China and India.

The ITA has rescinded its administrative review of the antidumping duty order on PSF from Korea for the period May 1, 2016, through April 30, 2017, based on the timely withdrawal of requests for review. The ITA will instruct U.S. Customs and Border Protection to assess AD duties on all appropriate entries of subject goods at the AD cash deposit rates required at the time of entry or withdrawal from warehouse for consumption.

Copper Pipe and Tube. In the preliminary results of its administrative review of the AD duty order on seamless refined copper pipe and tube from China for the period Nov. 1, 2015, through Oct. 31, 2016, the ITA has determined that the five remaining companies under review do not qualify for separate rates and are therefore part of the China-wide entity, which is currently subject to an AD duty rate of 60.82 percent. The ITA is also rescinding this review with respect to 11 companies based on the timely withdrawal of the requests for review.

Paper Clips. In its sunset review of the AD duty order on paper clips from China, the International Trade Commission has determined that revocation of this order would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. As a result, this order will remain in place.

Furfuryl Alcohol. The ITA has continued for five years, effective Aug. 9, the AD duty order on furfuryl alcohol from China.

The product covered by this order is a primary alcohol and is colorless or pale yellow in appearance. It is used in the manufacture of resins and as a wetting agent and solvent for coating resins, nitrocellulose, cellulose acetate, and other soluble dyes. Subject goods are classifiable under HTSUS 2932.13.00.

Steel Tubing. The ITA has continued for five years, effective Aug. 9, the AD duty order on light-walled rectangular carbon steel tubing from Taiwan.

The product covered by this order is light-walled welded carbon steel pipe and tube of rectangular (including square) cross-section having a wall thickness of less than 0.156 inch. This product is classified under HTSUS 7306.61.5000 and was formerly classified under HTSUS 7306.60.5000.
