AD/CV: Plywood, Tool Chests
Plywood. The International Trade Administration has made final affirmative antidumping and countervailing duty determinations on hardwood plywood products from China.
The ITA found a weighted average dumping margin of 183.36 percent for all producers and exporters and will instruct U.S. Customs and Border Protection to collect AD cash deposits at this rate. The ITA also found net subsidy rates of 22.98 percent to 194.9 percent and, if the International Trade Commission makes a final affirmative CV injury determination, will instruct CBP to resume collecting CV cash deposits at these rates.
The ITA determined that critical circumstances exist with respect to the China-wide entity in the AD investigation and with respect to Shandong Dongfang Bayley Wood Co. Ltd. and the companies that received an adverse facts available rate in the CV investigation. As a result, the ITA will instruct CBP to impose provisional measures retroactive to 90 days prior to the publication of the preliminary determinations for affected shipments.
Tool Chests and Cabinets. The ITA has made preliminary affirmative dumping determinations on tool chests and cabinets from China and Vietnam. As a result, the ITA will instruct CBP to collect AD cash deposits at the preliminary weighted average dumping margins, which are 145.99 percent to 168.93 percent for China and 230.31 percent for Vietnam.
