AD/CV Case Update: Pencils, Pipe Fittings

Cased Pencils. In the final results of its administrative review of the antidumping duty order on cased pencils from China for the period Dec. 1, 2014, through Nov. 30, 2015, the International Trade Administration has determined that Shandong Rongxin Import & Export Co. Ltd. has not established its eligibility for a separate rate and should thus be treated as part of the China-wide entity, which is currently subject to an AD duty rate of 114.90 percent. As a result, the ITA will instruct U.S. Customs and Border Protection to liquidate entries of subject goods exported by this company during the period of review at the China-wide rate and to require AD cash deposits at this rate for subject goods from this company that are entered or withdrawn from warehouse for consumption on or after May 30.

Pipe Fittings. The ITA has rescinded its administrative review of the AD duty order on malleable cast iron pipe fittings from China for the period Dec. 1, 2015, through Nov. 30, 2016, due to the timely withdrawal of the requests for review. As a result, the ITA will instruct CBP to assess AD duties on all appropriate entries of subject goods at the AD cash deposit rates required at the time of entry or withdrawal from warehouse for consumption.
