AD/CV: Paper Clips, Forged Steel Fittings, Sunset Reviews
Paper Clips. The International Trade Administration is continuing the antidumping duty order on paper clips from China, effective Oct. 30. This order covers paper clips wholly of wire of base metal, whether or not galvanized, whether or not plated with nickel or other base metal (e.g., copper), with a wire diameter between 0.025 inches and 0.075 inches (0.64 to 1.91 millimeters), regardless of physical configuration, except as specifically excluded. Subject products may have a rectangular or ring-like shape and are currently classifiable under HTSUS 8305.90.3010. Specifically excluded from the scope of this order are plastic and vinyl covered paper clips, butterfly clips, binder clips, or other paper fasteners not made wholly of wire of base metal and covered under a separate subheading of the HTSUS.
Forged Steel Fittings. The ITA has initiated AD duty investigations of forged steel fittings from China, Italy, and Taiwan and a CV duty investigation of such fittings from China. Alleged dumping margins are 142.72 percent for China, 18.66 percent to 80.2 percent for Italy, and 116.17 percent for Taiwan. The ITA’s preliminary determinations are due by Dec. 29 (CV) and March 14 (AD).
The products covered by these investigations are carbon and alloy forged steel fittings, whether unfinished (commonly known as blanks or rough forgings) or finished. Such fittings are made in a variety of shapes, including elbows, tees, crosses, laterals, couplings, reducers, caps, plugs, bushings, and unions. Forged steel fittings are covered regardless of end finish, whether threaded, socket-weld or other end connections. All types of fittings are included regardless of nominal pipe size, pressure rating, wall thickness, and whether or not heat treated. Subject fittings are normally entered under HTSUS 7307.99.1000, 7307.99.3000, 7307.99.5045, and 7307.99.5060 and may be entered under HTSUS 7307.92.3010, 7307.92.3030, 7307.92.9000, and 7326.19.0010.
Excluded from these investigations are (a) all fittings entirely made of stainless steel and (b) flanges, butt weld fittings, and nipples.
Sunset Reviews. The International Trade Commission has instituted sunset reviews of the following AD and/or CV duty orders, which will result in either the revocation or continuation of these orders.
- steel wire garment hangers from Taiwan (AD) and Vietnam (AD/CV)
- crystalline silicon photovoltaic cells and modules from China (AD/CV)
- honey from China (AD)
