AD/CV News: Manganese Dioxide, Hot-Rolled Steel, Paper, Pipes and Tubes, Rebar

The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases.

Electrolytic manganese dioxide – sunset review determination that revocation of AD duty order on EMD from China would be likely to lead to continuation or recurrence of dumping at margins up to 149.92 percent

Hot-rolled steel – rescission of administrative review of AD duty order on hot-rolled steel flat products from the Netherlands for the period Oct. 1, 2018, through Sept. 30, 2019, and instruction to CBP to assess AD duties on entries of such goods at the applicable cash deposit rates

Paper – sunset review determination that revocation of CV duty order on lightweight thermal paper from China would be likely to lead to continuation or recurrence of countervailable subsidies of 13.63 to 138.53 percent

Pipes and tubes – rescission of administrative review of AD duty order on heavy-walled rectangular welded carbon steel pipes and tubes from Korea for the period Sept. 1, 2018, through Aug. 31, 2019, with respect to 22 companies and instruction to CBP to assess AD duties on entries of such goods at the applicable cash deposit rates

Rebar – (1) dumping margin of zero in final results of administrative review of AD duty order on steel concrete reinforcing bar from Turkey for the period March 7, 2017, through June 30, 2018, (2) rescission of administrative review of CV duty order on rebar from Turkey for the period Jan. 1 through Dec. 31, 2018, and instruction to CBP to assess CV duties on entries of such goods at the applicable cash deposit rates, and (3) net subsidy rate of 3.37 percent in final results of administrative review of CV duty order on rebar from Turkey for the period March 1 through Dec. 31, 2017
