AD/CV Case Update: Isocyanurates, Rebar, Wind Towers

Chlorinated Isocyanurates. In the final results of its administrative review of the countervailing duty order on chlorinated isocyanurates from China for the period Feb. 4 through Dec. 31, 2014, the International Trade Administration has determined net subsidy rates of 1.91 percent for Heze Huayi Chemical Co. Ltd. and 21.76 percent for Hebei Jiheng Chemical Co. Ltd. CV duties at these rates will be assessed on entries of subject goods during the period of review, and CV cash deposits at these rates will be required for entries of subject goods until further notice. The ITA has also rescinded this review with respect to Juancheng Kangtai Chemical Co. Ltd., which timely certified that it made no shipments of subject goods during the period of review.

Rebar. The ITA has rescinded its administrative review of the CV duty order on steel concrete reinforcing bar from Turkey for the period Jan. 1 through Dec. 31, 2015, with respect to DufEnergy Trading SA, Duferco Celik Ticaret Limited, and Ekinciler Demir ve Celik Sanayi A.S. after the petitioner timely withdrew its request for review. The ITA will instruct U.S. Customs and Border Protection to assess CV duties on entries of subject goods from these three companies at the CV cash deposit rates required at the time of entry or withdrawal from warehouse for consumption.

Wind Towers. The ITA has rescinded its administrative review of the CV duty order on utility scale wind towers from China for the period Jan. 1 through Dec. 31, 2016, after the petitioner timely withdrew its request for review of all 56 companies. The ITA will instruct CBP to assess CV duties on entries of subject goods from these companies at the CV cash deposit rates required at the time of entry or withdrawal from warehouse for consumption.
