96 Special Permits Adopted into Hazmat Regulations

The Department of Transportation’s Pipeline and Hazardous Materials Safety Administration has issued a final rule amending the Hazardous Materials Regulations to adopt provisions contained in 96 widely-used or longstanding special permits that have an established safety record. PHMSA states that the revisions are intended to provide wider access to the regulatory flexibility offered in special permits and eliminate the need for numerous renewal requests. PHMSA is authorizing voluntary compliance with this rule beginning Feb. 22 but compliance will not be required until Jan. 23, 2017.
