CBP Ruling Changes on Floor Sinks, Hard Drive Storage Cases

The following final revocations or modifications of U.S. Customs and Border Protection rulings are included in the June 19, 2019, Customs Bulletin and Decisions and are effective for goods entered or withdrawn from warehouse for consumption on or after Aug. 19.

Floor Sinks

CBP is reclassifying floor sinks as sanitary ware of iron under HTSUS 7324.90.00 (duty-free) rather than as other articles of iron under HTSUS 7326.90.8588 (2.9 percent duty). These items consist of cast iron basins whose top rims and interior surfaces are coated with porcelain enamel and whose bases contain apertures covered by aluminum strainers. CBP explains that these items satisfy the description of sanitary ware insofar as they are designed to assist in the disposal of waste water from areas like bathrooms, food preparation and storage areas, and medical facilities. Ruling HQ H265069 will revoke rulings NY N259783 and NY N244050 to reflect this change.

Hard Drive Storage Cases

CBP is reclassifying antistatic storage cases designed to protect computer internal hard drives as other plastic articles under HTSUS 3926.90.99 (5.3 percent duty) rather than as plastic household articles under HTSUS 3924.90.5650 (3.4 percent duty). CBP explains that these items are not strictly or even primarily used in the household and are therefore not similar to the other exemplars listed in Explanatory Note 39.24(C). Ruling HQ H296920 will revoke ruling NY N287024 and modify ruling NY N301247 to reflect this change.
