Steel Cylinders. Pursuant to a court decision, the International Trade Administration is revoking the antidumping duty order on high-pressure steel cylinders from China with respect to three exporter/producer combinations, effective Aug. 27, 2017. The ITA is also discontinuing its fifth administrative review of this order, which covered only entries of subject goods from these combinations for the period June 1, 2016, through May 31, 2017.

Oil Country Tubular Goods. In the preliminary results of its administrative review of the countervailing duty order on OCTG from Turkey for the period Jan. 1 through Dec. 31, 2015, the ITA has determined a net subsidy rate of 0.48 percent for Borusan Mannesmann Boru Sanayi ve Ticaret A.S. and Borusan Istikbal Ticaret. The ITA is also rescinding this review with respect to Toscelik Profil ve Sac Endustrisi A.S. and Tosyali Dis Ticaret A.S., which have been excluded from this order pursuant to a court decision.

Silicon Metal. The ITA has made affirmative preliminary dumping determinations on silicon metal from Australia, Brazil, and Norway. The ITA will instruct U.S. Customs and Border Protection to collect AD cash deposits on entries of such goods at the preliminary dumping margins, which are 20.79 percent for Australia, 56.78 percent to 134.92 percent for Brazil, and 3.74 percent for Norway.

Aluminum Foil. The ITA has postponed its preliminary dumping determination on aluminum foil from China until Nov. 30 to give itself sufficient time to analyze information pertaining to whether it should continue to treat China as a non-market economy country in AD proceedings, which is being reviewed in this investigation.

Off-Road Tires. In the preliminary results of its administrative review of the AD duty order on new pneumatic off-the-road tires from China for the period Sept. 1, 2015, through Aug. 31, 2016, the ITA has determined a weighted average dumping margin of 4.54 percent for three exporters. The ITA has also preliminarily determined to rescind its new shipper review of this order initiated for Carlisle (Meizhou) Rubber Manufacturing Co. Ltd. and CTP Distribution (HK) Limited.
