Document Image System Pilot to be Expanded This Summer

U.S. Customs and Border Protection has announced that later this summer it will expand its Document Image System pilot in the Automated Commercial Environment. This DIS allows filers to electronically submit documentation needed by federal agencies during the import process, reducing paperwork costs and allowing for faster, more efficient cargo review and release. The DIS also supports the emailed submission of ocean export manifest forms and documents.

According to CBP, expansion benefits will include reduced metadata submission requirements (i.e., the only data elements that will be required are sender, request, document and associated transaction) and more partner government agency forms eligible for electronic submission. These forms include the following.

General Forms

- phytosanitary certificates

- ingredients list

- commercial invoice

- packing list

- invoice working sheet

Ocean Export Manifest Forms

- export manifest (130A), including roll-on/roll-off export manifests

- bill of lading

- declaration of empties

- images, text files, spreadsheets, etc.

Forms to Support Cargo Release/Simplified Entry Filing

- packing list

- commercial invoice

- passport, driver’s license or government-issued ID

- CBP Form 3299, Declaration for Free Entry of Unaccompanied Articles

- CBP Form 4455, Certificate of Registration

- CBP Form 4457, Certificate of Registration for Personal Effects Taken Abroad
