AD/CV: Copper Pipe and Tube, HEDP, Glycine, Pressure Pipe
Copper Pipe and Tube. In its sunset review of the antidumping duty orders on seamless refined copper pipe and tube from China and Mexico, the International Trade Commission has determined that revoking these orders would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. As a result, these orders will remain in place for five years.
HEDP. The ITC has scheduled the final phase of its AD and CV injury investigations of 1-hydroxyethylidene-1,1-diphosphonic acid from China. A hearing will be held March 23, requests to appear at the hearing are due by March 17, pre-hearing briefs are due by March 16, post-hearing briefs are due by March 30, and final comments are due by April 18.
Glycine. The International Trade Administration has initiated a changed circumstances review of the AD duty order on glycine from China to determine whether glycine produced by Salvi Chemical Industries Ltd. is still processed from China-origin glycine. In 2012 the ITA determined that Salvi was processing Chinese glycine, that glycine processed in India of Chinese origin does not change country of origin, and that Salvi had therefore circumvented this order. If the ITA determines in this review that Salvi is now producing glycine from raw materials of non-Chinese origin, Salvi’s importers could certify that they had not imported Chinese-origin glycine and would not be subject to the AD duty rate for Chinese glycine.
Pressure Pipe. The ITA has issued AD and CV duty orders on welded stainless pressure pipe from India, effective Nov. 17.
The goods covered by these orders are circular welded austenitic stainless pressure pipe not greater than 14 inches in outside diameter. This includes the ASTM A-312 or ASTM A-778 specifications or comparable domestic or foreign specifications. ASTM A-358 products are only included when they are produced to meet ASTM A-312 or ASTM A-778 specifications or comparable domestic or foreign specifications.
Subject goods are normally classified in HTSUS subheadings 7306.40.5005, 7306.40.5040, 7306.40.5062, 7306.40.5064, and 7306.40.5085. They may also enter under HTSUS subheadings 7306.40.1010, 7306.40.1015, 7306.40.5042, 7306.40.5044, 7306.40.5080, and 7306.40.5090.
Excluded from the scope are (1) welded stainless mechanical tubing meeting ASTM A-554 or comparable domestic or foreign specifications; (2) boiler, heat exchanger, superheater, refining furnace, feedwater heater, and condenser tubing meeting ASTM A-249, ASTM A-688, or comparable domestic or foreign specifications; and (3) specialized tubing meeting ASTM A-269, ASTM A-270, or comparable domestic or foreign specifications.
