AD/CV News: Copper Pipe, MSG, Rebar, Sawblades, Scope Rulings, Steel Pipes

The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases.

Copper pipe – determination in administrative review of AD duty order on seamless refined copper pipe and tube from China for the period Nov. 1, 2017, through Oct. 31, 2018, that two companies are not eligible for a separate rate and are therefore part of the China-wide entity, which is currently subject to an AD duty rate of 60.85 percent

MSG – dumping margin of zero for one producer/exporter in preliminary results of administrative review of AD duty order on monosodium glutamate from Indonesia for the period Nov. 1, 2017, through Oct. 31, 2018

Rebar – dumping margins of 6.75 to 7.25 percent in preliminary results of administrative review of AD duty order on steel concrete reinforcing bar from Mexico for the period Nov. 1, 2017, through Oct. 31, 2018

Sawblades – dumping margin of zero for six exporters in preliminary results of administrative review of AD duty order on diamond sawblades and parts thereof from China for the period Nov. 1, 2017, through Oct. 31, 2018

Scope rulings – scope rulings and anti-circumvention determinations made from April 1 through June 30, 2019, with respect to the following AD and/or CV duty orders

- carbon and alloy steel cut-to-length plate from Italy (AD)

- carbon and alloy steel wire rod from Korea and United Kingdom (AD)

- circular welded carbon-quality steel pipe from China (AD/CV)

- diamond sawblades and parts thereof from China (AD)

- emulsion styrene-butadiene rubber from Brazil, Korea, Mexico, and Poland (AD)

- non-malleable cast iron pipe fittings from China (AD)

- polyethylene terephthalate film, sheet, and strip from China (AD)

- raw flexible magnets from China (AD/CV)

- stainless steel flanges from China and India (AD/CV)

- steel nails from Korea (AD), Malaysia (AD), Oman (AD), Taiwan (AD), and Vietnam (AD/CV)

- tapered roller bearings from China (AD)

Steel pipes – dumping margins of 11.83 and 87.39 percent in final results of administrative review of AD duty order on welded carbon steel standard pipes and tubes from India for the period May 1, 2017, through April 30, 2018
