Harmonized System Review, Classification Issues Among Topics of Upcoming WCO Meeting

U.S. Customs and Border Protection has issued the draft agenda for the 65th session of the World Customs Organization’s Harmonized System Committee, which will be held in Brussels March 11-20. The HSC’s responsibilities include issuing classification decisions on the interpretation of the Harmonized Commodity Description and Coding System, which can take the form of published tariff classification opinions or amendments to the Explanatory Notes. The committee also considers amendments to the legal text of the Harmonized System.

The HSC is slated to consider a number of issues at its upcoming meeting, including preparation of HS 2022 publications and the scope of the seventh HS review cycle. Also up for consideration is the classification of numerous goods, including the following.

- disposable or rechargeable personal electric vaporizers

- cartridges for 3D printers

- vitamin products

- tobacco products

- liquefied petroleum gas

- hot-rolled steel plates

- braided cables

- outdoor units for variable refrigerant flow systems for cooling and heating

- tap serving instant boiling and chilled filtered water

- solid oxide fuel cells

- motorized flying inflatable boat

- emergency kit for motor vehicles

- dissolved gas analysis monitors

- single phase electricity smart meter box

- polyurethane anti-stress figures in the shape of footballs

- dietary sip feeds

- running watch with wrist-based heart rate monitor

- edible insects

- micro hybrid vehicles

- essential oils put up for retail sale

- self-propelled articulated boom lift

- rubber tires for vehicles used for the transportation of goods in construction, mining, or industry

- electronic speed controller

- on-street garbage containers

- rehydrated dried fish

- steam boiling generators for steam rooms

- soy bean flakes

- two-burner ethanol stove

- interactive kiosk for receiving complaints
