AD/CV: Request Reviews, EAPA Reviews, Aluminum Extrusions

Request Admin Reviews. The International Trade Administration is accepting through April 2 requests for administrative reviews of the antidumping and countervailing duty orders on the following products for the periods March 1, 2017, through Feb. 28, 2018 (AD), or Jan. 1 through Dec. 31, 2017 (CV), unless otherwise noted.

- uncoated paper from Australia (AD), Brazil (AD), China (AD/CV), Indonesia (AD/CV), and Portugal (AD)

- iron construction castings from Canada (AD)

- brass sheet and strip from France, Germany, and Italy (AD)

- off-road tires from India (AD, Feb. 2, 2017, through Feb. 28, 2018; and CV, June 20, 2016, through Dec. 31, 2017) and Sri Lanka (CV; June 20, 2016, through Dec. 31, 2017)

- sulfanilic acid from India (AD/CV)

- silicon metal from Russia (AD)

- stainless steel bar from Spain (AD)

Aluminum Extrusions. The ITA has initiated inquiries to determine whether extruded aluminum products exported from Vietnam by China Zhongwang Holdings Ltd. and its affiliates are circumventing the AD and CV duty orders on aluminum extrusions from China. The petitioner contends that the products at issue are Chinese extrusions being completed in Vietnam and that the processes involved (re-melting and re-extruding) constitute a minor alteration. The ITA is not ordering the suspension of liquidation of entries of any additional goods at this time.

Diamond Sawblades. Pursuant to the Enforce and Protect Act, U.S. Customs and Border Protection has requested that the ITA issue a determination as to whether the following are subject to the AD duty order on diamond sawblades from China: diamond sawblades imported by Diamond Tools Technology LLC that are laser welded in Thailand by Diamond Tools Technology (Thailand) Ltd. from (1) cores from Thailand and segments from China, (2) segments and cores both produced in China, and/or (3) cores from China and segments from Thailand. The ITA intends to solicit input from interested parties and issue its final determination within 120 days.

HFC Blends. Pursuant to the EAPA, CBP has requested that the ITA clarify (1) if the exclusion from the scope of the AD duty order on hydrofluorocarbon blends from China for Choice® R-421A is limited to goods licensed by the rights holder or if it applies to any HFC blends that satisfy the terms of the patents, and (2) if the scope exclusion is limited to only those goods that also carry the trademarks indicated in the scope exclusion. The ITA intends to solicit input from interested parties and issue its final determination within 120 days.

Wooden Bedroom Furniture. Pursuant to the EAPA, CBP has requested that the ITA issue a determination as to whether the following goods imported by Aspects Furniture International Inc. are subject to the wooden bedroom furniture from China: desk/console table with drawers, credenza/trunk storage/cabinet with minibar, consoles/custom dresser/console, and bed bench base. The ITA intends to solicit input from interested parties and issue its final determination within 120 days.
