Printing Ink Facility Seeks FTZ Production Authority

The Foreign-Trade Zones Board has received from the Port of Milwaukee, grantee of FTZ 41, a notification of proposed production activity at the Quad/Graphics Inc. – Chemical Research\Technology facility in Hartford and Sussex, Wis., which is used for the production of offset and gravure publication printing ink. Comments on this notification are due no later than Feb. 19.

Production under FTZ procedures could exempt Quad/Graphics from customs duty payments on the foreign-status materials used in export production. On its domestic sales, for specified foreign-status materials the company would be able to choose the duty rate that applies to offset and gravure publication printing ink (1.8 percent). The company would be able to avoid duty on foreign-status materials that become scrap or waste, and duties could possibly be deferred or reduced on foreign-status production equipment.
