FTZ Board Actions on Pharmaceuticals, Cosmetics Facilities

Pharmaceuticals. The Foreign-Trade Zones Board has approved an expansion of production under zone procedures at the Bristol-Myers Squibb Holdings Pharma Ltd. facility within subzone 7J in Manati, Puerto Rico. BMS already had authority to produce certain pharmaceutical products within subzone 7J and has now added finished products and foreign status materials/components to the scope of authority.

Cosmetics. The FTZ Board has received from Estee Lauder Inc. a notification of proposed production activity for its facility within FTZ 52 in Melville, N.Y., which is used for the manufacturing and distribution of skin care, fragrance, and cosmetic products. Some of the components and materials sourced from abroad are subject to antidumping and/or countervailing duty orders, which FTZ regulations require to be admitted to the zone in privileged foreign status. The request indicates that other components and materials would also be admitted in privileged foreign status to preclude inverted tariff benefits. Comments on this notification are due no later than Aug. 21.
