FTZ Board Approves Production Request, Considers Amended Application

The Foreign-Trade Zones Board has authorized production under zone procedures at the Estee Lauder Inc. facility within FTZ 52 in Melville, N.Y., which is used for the manufacturing and distribution of skin care, fragrance, and cosmetic products. Some of the components and materials sourced from abroad are subject to antidumping and/or countervailing duty orders, which FTZ regulations require to be admitted to the zone in privileged foreign status. The petitioner indicated that other components and materials would also be admitted in privileged foreign status to preclude inverted tariff benefits.

The FTZ Board has received from the Port of Houston Authority, grantee of FTZ 84, a request to designate a particular site in Hitchcock, Texas, as an additional magnet site of FTZ 84 rather than as an entirely new FTZ, as previously requested. Comments on this request are due no later than Dec. 13.
