China CV Duty Orders Could be Modified in Light of WTO Ruling

The International Trade Administration has commenced Section 129 administrative actions to comply with the recommendations and rulings of the World Trade Organization’s Dispute Settlement Body concerning the ITA’s final countervailing duty determinations on the following merchandise from China.

- lightweight thermal paper

- circular welded austenitic stainless pressure pipe

- circular welded carbon quality steel line pipe

- citric acid and certain citrate salts

- tow-behind lawn groomers and certain parts thereof

- kitchen shelving and racks

- oil country tubular goods

- pre-stressed concrete steel wire strand

- magnesia carbon bricks

- seamless carbon and alloy steel standard, line and pressure pipe

- coated paper suitable for high-quality print graphics using sheet-fed presses

- drill pipe

- aluminum extrusions

- high-pressure steel cylinders

- crystalline silicon photovoltaic cells, whether or not assembled into modules

The ITA will gather information, analyze record evidence and consider the determinations necessary to bring these measures into conformity with the WTO’s recommendations and rulings. The ITA will make a preliminary determination in each of these proceedings and provide interested parties with an opportunity to submit written comments.
