AD/CV: Various Products, New Admin Reviews

Biodiesel. The ITC has issued final affirmative injury determinations in its countervailing investigations of biodiesel from Argentina and Indonesia. As a result, the International Trade Administration will issue CV duty orders on imports of subject merchandise.

New Administrative Reviews. The ITA has initiated administrative reviews of the following AD and CV duty orders for the periods Oct. 1, 2016, through Sept. 30, 2017 (AD) or Jan. 1 through Dec. 31, 2016 (CV), unless otherwise noted. The final results of these reviews are expected no later than Oct. 31, 2018.

- certain hot-rolled steel flat products from Australia (AD; March 22, 2016, through Sept. 30, 2017), Brazil (AD, March 22, 2016, through Sept. 30, 2017; CV, Jan. 15 through Dec. 31, 2016), Japan (AD; March 22, 2016, through Sept. 30, 2017), Korea (AD, March 22, 2016, through Sept. 30, 2017; CV, Aug. 12 through Dec. 31, 2016), the Netherlands (AD; March 22, 2016, through Sept. 30, 2017), and Turkey (AD; March 22, 2016, through Sept. 30, 2017)

- carbon and certain alloy steel wire rod from Brazil (AD/CV) and Mexico (AD)

- certain passenger vehicle and light truck tires from China (AD; Aug. 1, 2016, through July 31, 2017)

- certain steel nails from China (AD; Aug. 1, 2016, through July 31, 2017)

- electrolytic manganese dioxide from China (AD)

- multilayered wood flooring from China (AD; Dec. 1, 2015, through Nov. 30, 2016)

- steel wire garment hangers from China (AD)

- oil country tubular goods from Turkey (CV)

- uranium from Russia (AD suspension agreement)

Garlic. In the preliminary results of its administrative and new shipper reviews of the AD duty order on fresh garlic from China for the period Nov 1, 2015, through Oct. 31, 2016, the ITA has determined a weighted average dumping margin of $2.69 per kilogram for seven exporters in the administrative review as well as margins of $2.20/kg or $3.19/kg for two exporters in the new shipper review. The ITA has also rescinded its review of various companies.

The ITA has amended the final results of its administrative review of fresh garlic from China for the period Nov. 1, 2012, through Oct. 31, 2013, after the U.S. Court of International Trade sustained its final remand redetermination. As a result, the ITA has assigned an amended weighted-average dumping margin of $2.19/kg to Shenzhen Xinboda Industrial Co. Ltd., which also applies to separate rate companies Jinxiang Richfar Fruits & Vegetables Co. Ltd., Qingdao Lianghe International Trade Co. Ltd., Shandong Chenhe International Trading Co. Ltd., and Weifang Hongqiao International Logistics Co. Ltd.

Additionally, the ITA has amended the final results of its administrative review of fresh garlic from China for the period Nov. 1, 2011, through Oct. 31, 2012, after the CIT sustained its final remand redetermination. As a result, the ITA has assigned amended weighted-average dumping margins of $2.19/kg to Shenzhen Xinboda Industrial Co. Ltd. and $2.76/kg to Hebei Golden Trading Co. Ltd.

Wire Rod. The ITC has scheduled for Dec. 19 a final injury vote in connection with its AD investigations of carbon and certain alloy steel wire rod from Belarus, Russia, and the United Arab Emirates.

Separately, the ITA has amended its preliminary affirmative determination in the AD investigation of carbon and alloy steel wire rod from Spain in order to correct a significant ministerial error. As a result, the ITA has determined an amended preliminary weighted-average dumping margin of 10.61 percent for Global Steel Wire S.A./CELSA Atlantic S.A./ Companía Española de Laminación and the all-others entity.

Pipe Fittings. The ITC has scheduled for Dec. 14 a vote in connection with its AD sunset reviews on stainless steel butt-weld pipe fittings from Italy, Malaysia, and the Philippines.

Steel Products. The ITA has preliminarily determined that corrosion-resistant steel and certain cold-rolled steel flat products imported from Vietnam that are produced from substrate originating in China are circumventing the existing AD and CV duty orders on subject merchandise from China. As a result, the ITA will instruct CBP to begin collecting AD/CV cash deposits on entries of subject merchandise.

In the final results of its administrative review of the AD duty order on diffusion-annealed, nickel-plated, flat-rolled steel products from Japan for the period May 1, 2015, through April 30, 2016, the ITA has determined a weighted average dumping margin of 1.59 percent for manufacturer/exporter Toyo Kohan Co. Ltd. The ITA has also determined that Nippon Steel & Sumitomo Metals Corporation had no reviewable entries of subject goods during the period of review.

Wood Flooring. In the preliminary results of its administrative review of the CV duty order on multilayered wood flooring from China for the period Jan. 1 through Dec. 31, 2015, the ITA has determined a de minimis subsidy rate of 0.06 percent for Jiangsu Senmao Bamboo Wood Industry Co. Ltd. as well as a subsidy rate of 0.89 percent for 106 companies. The ITA has also rescinded its review of Dalian Penghong Floor Products Co. Ltd. based on the timely withdrawal of the review requests. Additionally, the ITA intends to rescind its review of four companies that submitted no-shipment certifications.

Activated Carbon. The ITA has partially rescinded its administrative review of the AD duty order on certain activated carbon from China for the period April 1, 2016, through March 31, 2017, based on the timely withdrawal of the review requests for 184 companies. The review will continue with respect to the remaining 24 companies for which reviews were requested.

Diamond Sawblades. The ITA has initiated an anti-circumvention inquiry to determine whether certain imports of diamond sawblades and parts thereof comprised of cores and segments produced in China and joined into finished diamond sawblades in, and exported from, Thailand are circumventing the AD duty order on subject merchandise from China.

Resin. The ITA has postponed from Dec. 22 to Feb. 26 its preliminary CV duty determination on polytetrafluoroethylene resin from India. The petitioner requested this delay because of the complexity of the investigation and the schedule.

Polyester Staple Fiber. The ITC has decided to conduct an expedited sunset review of the AD duty order on polyester staple fiber from China. As opposed to full reviews, expedited reviews do not include a public hearing or the issuance of questionnaires.

Pure Magnesium. The ITC has decided to conduct an expedited sunset review of the AD duty order on pure granular magnesium from China.
