AD/CV: New Admin Reviews, Steel Products, Pasta, Nails, Sawblades, PET Film, Olives, Pipe, Steel Bar

Initiation of Administrative Reviews. The International Trade Administration has initiated administrative reviews of the antidumping and countervailing duty orders on the following goods for the periods June 1, 2016, through May 31, 2018 (AD) or Jan. 1 through Dec. 31, 2017 (CV), unless otherwise noted.

- carbon and alloy steel cut-to-length plate from Belgium and Germany (AD, Nov. 14, 2016, through April 30, 2018) and Korea (AD, Nov. 14, 2016, through April 30, 2018; CV, April 4 through Dec. 31, 2017)

- finished carbon steel flanges from Spain (AD, Feb. 8, 2017, through May 31, 2018)

- chlorinated isocyanurates from China and Spain (AD)

- aluminum extrusions from China (AD, May 1, 2017, through April 30, 2018)

- polyester staple fiber from China (AD)

- silicon metal from China (AD)

- tapered roller bearings from China (AD)

- high-pressure steel cylinders from China (CV)

Steel Products. In the preliminary results of its administrative reviews of the AD and CV duty orders on certain corrosion-resistant steel products from India for the periods Jan. 4, 2016, through June 30, 2017 (AD) and Nov. 6, 2015, through Dec. 31, 2016 (CV), the ITA has determined a weighted-average dumping margin of 15.33 percent for JSW Steel Ltd./JSW Coated Products Limited as well as subsidy rates of 11.30 percent for JSW Steel Limited and JSW Steel Coated Products Limited and 15.45 percent for Uttam Galva Steels Limited and Uttam Value Steels Limited.

In the preliminary results of its administrative reviews of the AD and CV duty orders on subject merchandise from Korea for the periods Jan. 4, 2016, through June 30, 2017 (AD) and Nov. 6, 2015, through Dec. 31, 2016 (CV), the ITA (1) has determined weighted-average dumping margins ranging from 4.14 percent to 10.32 percent, (2) has determined subsidy rates ranging from 0.55 percent to 8.47 percent, (3) has rescinded its CV review of two companies that were not subject to the order, and (4) intends to rescind its CV review of an additional company that did not appear to have any entries during the period of review.

In the preliminary results of its administrative review of the AD duty order on subject merchandise from Taiwan for the period June 2, 2016, through June 30, 2017, the ITA has established weighted-average dumping margins ranging from 1.31 percent to 4.89 percent and has rescinded its review with respect to three companies.

Pasta. In the preliminary results of its administrative review of the AD duty order on pasta from Italy for the period July 1, 2016, through June 30, 2017, the ITA has determined weighted-average dumping margins of zero percent for one company and 5.97 percent for eight companies.

Steel Nails. In the preliminary results of its administrative review of the AD duty order on steel nails from Taiwan for the period July 1, 2016, through June 30, 2017, the ITA has determined weighted-average dumping margins of zero percent for two companies and 78.13 percent for one company and has rescinded its review with respect to various other companies.

Diamond Sawblades. In the preliminary results of its administrative review of the AD duty order on diamond sawblades and parts thereof from China for the period Nov. 1, 2016, through Oct. 31, 2017, the ITA has determined a weighted-average dumping margin of 82.05 percent for 14 companies.

PET Film. In the preliminary results of its administrative reviews of the AD and CV duty orders on polyethylene terephthalate film, sheet, and strip from India for the periods July 1, 2016, through June 30, 2017 (AD) and Jan. 1 through Dec. 31, 2016 (CV), the ITA has (1) determined weighted-average dumping margins of zero percent for one company and 5.50 percent for six companies, (2) determined subsidy rates ranging from 7.47 percent to 10.71 percent, and (3) rescinded its AD and CV reviews of two companies following the timely withdrawal of the review requests.

In the preliminary results of its administrative review of the AD duty order on subject merchandise from Taiwan for the period July 1, 2016, through June 30, 2017, the ITA has established a weighted-average dumping margin of zero for Nan Ya Plastics Corporation and determined that Shinkong Materials Technology Corporation had no shipments of subject merchandise during the period of review.

Olives. The ITA has amended its AD duty order on ripe olives from Spain to correct certain typographical errors with respect to the estimated weighted-average dumping margin and cash deposit rate for Aceitunas Guadalquivir S.L.

Line Pipe. The ITA has amended the final results of its administrative review of welded line pipe from Korea for the period May 22, 2015, through Nov. 30, 2016, to correct a ministerial error in the calculation of the weighted-average dumping margin of SeAH Steel Corporation and make several related revisions to other dumping margins.

Steel Bar. The ITC has scheduled for Aug. 24 a final vote in connection with its AD sunset reviews of stainless steel bar from Brazil, India, Japan, and Spain.
