Background

U.S. Customs and Border Protection has added some functionality to its Automated Commercial Environment deployment schedule, delayed the deployment of some other functions, and confirmed the deployment of still others. CBP notes that the updated schedule set forth below is subject to change.

Agriculture. September has newly been set as the deployment date for (1) enhancements to the agricultural program trade liaison workspace within the International Trade Data System to better communicate with the Department of Agriculture’s agricultural risk management system and (2) functionality to automate the process for submitting phytosanitary and veterinary health certificates issued by national plant protection organizations.

Automated Surety Interface. CBP has moved up from September to June 27 the deployment of functionality providing additional cargo release and entry summary information in real time to sureties and surety agents via the bond status message when a predefined event occurs.

Bill of lading. CBP has newly announced, but not yet scheduled, functionality to release ocean cargo at the lowest shipment level.

Bonds. CBP has removed functionality to reduce the risk of uncollected antidumping and countervailing duties from its deployment schedule due to reconsideration of the development plan.

Broker Management. CBP is awaiting the issuance of final regulations to transition all brokers to a single national permit, which would eliminate multiple district permits and waivers. Proposed regulations were issued June 5.

Collections. CBP has newly announced the deployment of functionality providing (1) additional electronic payment processing options for users (winter 2021) and (2) a consolidated billing period with each user’s deferred tax entries listed (spring 2021).

Craft Beverages. CBP has moved up from the fall to August the deployment of functionality reflecting the Craft Beverage Modernization Act that will (1) reduce rates or credits on 92 HTSUS Chapter 22 numbers and (2) include the ability to compute and validate the tax amount, view/edit tax data on entry summaries via the ACE portal, and make data available for data warehouse reporting.

Foreign-Trade Zones. CBP has delayed from June to August improvements to better facilitate the e214 online FTZ admission process and eliminate older, inefficient processes.

FWS Message Set. CBP has pushed back from June to July 6 the implementation of functionality enabling trade users to submit data required by the Fish and Wildlife Service for imports of foreign fish, wildlife, and plants directly to CBP via the FWS message set.

Manifests. The current user interface for filing truck manifests was to become unavailable June 22, after which only the new UI will be available for filing truck manifests in the ACE portal. Going forward users should ensure that all account information is entered in the new UI.

Post-Summary Corrections. CBP planned to release June 20 (back from June 13) a modification to the ACE entry summary user interface that will allow users to trigger a message with a reason code to the trade filer when the “revert” action is chosen by CBP for a PSC.

USMCA. CBP is still planning to deploy July 1 functionality related to the U.S.-Mexico-Canada Agreement concerning HTSUS database and special program indicator updates and new LPC codes for trade preference level certificates. CBP has also newly announced USMCA-related deployments for (1) reconciliation changes to prevent merchandise processing fee refunds (August) and (2) functionality regarding drawback and eCERT onboarding for Mexico and Canada (fall 2020).

Tariffs. CBP planned to deploy June 20 new functionality giving users the ability to mass update exclusion numbers and HTSUS numbers for Section 232 tariffs on aluminum and steel.
