Interim Procedure Aims to Ease ACE Filing for ATF-Regulated HTSUS Numbers

According to U.S. Customs and Border Protection, current Automated Commercial Environment programming does not provide a disclaimer option for commodities that are filed under HTSUS numbers identified for review by the Bureau of Alcohol, Tobacco, Firearms, and Explosives but do not have an ATF reporting requirement. To help facilitate the review process for such goods, an interim procedure is now in place that requires importers to supply a self-declaration or a waiver provided by ATF that may be uploaded into ACE Document Image System via the CBP03 “other” code. CBP notes that all ATF form codes were previously removed in ACE to prevent ATF licenses or permits, which must be filed via the ACE participating government agency message set or in paper, from being uploaded to the DIS.
