U.S. Customs and Border Protection has added some functionality to its Automated Commercial Environment deployment schedule, delayed the deployment of some other functions, and confirmed the deployment of still others. CBP notes that the updated schedule set forth below is subject to change.

Automated Surety Interface. CBP appears to have removed from its deployment schedule functionality providing additional cargo release and entry summary information in real time to sureties and surety agents via the bond status message when a predefined event occurs, which had been scheduled for September.

Bonds. CBP has made no change to its plans to deploy at some future date (following the issuance of final regulations) functionality that will reduce the risk of uncollected antidumping and countervailing duties. However, CBP has removed from its deployment schedule, due to a change in project scope, functionality that would have automated the analytical formula for importer/broker continuous bonds and allowed for the addition of importer-specific risk factors into that formula to more accurately calculate continuous bond amounts.

Broker Management. CBP is awaiting the issuance of final regulations to transition all brokers to a single national permit, which would eliminate multiple district permits and waivers.

Craft Beverages. CBP still plans to deploy this fall functionality reflecting the Craft Beverage Modernization Act that will (1) reduce rates or credits on 92 HTSUS Chapter 22 numbers and (2) include the ability to compute and validate the tax amount, view/edit tax data on entry summaries via the ACE portal, and make data available for data warehouse reporting.

Foreign-Trade Zones. No date has yet been scheduled for improvements to better facilitate the e214 online FTZ admission process and eliminate older, inefficient processes, which had been planned for June 2020.

FWS Message Set. CBP still plans to implement in June functionality enabling trade users to submit data required by the Fish and Wildlife Service for foreign fish, wildlife, and plants directly to CBP via the FWS message set.

Health Certificates. ACE functionality is still planned to automate the process for submitting phytosanitary and veterinary health certificates issued by national plant protection organizations, but no date has yet been established.

Manifests. A new user interface was made available for filing truck manifests on March 2 but the current UI will remain available until June 22, after which only the new UI will be available for filing truck manifests in the ACE portal. Going forward users should ensure that all account information is entered in the new UI.

In addition, CBP has newly announced that it planned to deploy May 22 an enhancement that will allow trade members to manage their own vessel manifest confidentiality requests via an online process.

Post-Summary Corrections. CBP plans to release June 13 a modification to the ACE entry summary user interface that will allow users to trigger a message with a reason code to the trade filer when the “revert” action is chosen by CBP for a PSC.

USMCA. CBP has newly announced a July 1 deployment date for functionality implementing new requirements for processing entries subject to the U.S.-Mexico-Canada Agreement.
