Background

Dozens of additional goods are being excluded from the Section 301 additional tariff (currently 7.5 percent) on List 4A goods from China. Importers of covered goods should act now to obtain refunds of Section 301 tariffs paid on such goods since Sept. 1, 2019.

- long-tailed macaques and rhesus macaques captive bred for research (described in HTSUS 0106.11.0000)

- duck or goose feathers of a kind used for stuffing (described in HTSUS 0505.10.0060)

- silicone plastic baby bottle nipples (described in HTSUS 3924.90.0500)

- compressive eye masks of a kind used for mitigating migraine headaches or eyestrain (described in HTSUS 3924.90.5650)

- plastic shower heads and parts thereof (described in HTSUS 3924.90.5650)

- plastic A-frame or sandwich board signs (described in HTSUS 3926.90.9990 prior to July 1, 2020, and HTSUS 3926.90.9985 effective July 1, 2020)

- plastic brackets suitable for mounting on a vertical surface (described in HTSUS 3926.90.9990 prior to July 1, 2020, and HTSUS 3926.90.9985 effective July 1, 2020)

- plastic covers for battery compartments in combination weather sensors (described in HTSUS 3926.90.9990 prior to July 1, 2020, and HTSUS 3926.90.9985 effective July 1, 2020)

- tapered sound-dampening earplugs in plastic carrying cases (described in HTSUS 3926.90.9990 prior to July 1, 2020, and HTSUS 3926.90.9985 effective July 1, 2020)

- wallpaper with floral, landscape, figure, or abstract designs or solid backgrounds painted by hand, whether or not with applications of metal leaf (described in HTSUS 4814.90.0200)

- printed art and pictorial books, hardbound, each with silver foil cover and a depiction of the main character on the cover and silver foil and embossing on the dust jacket (described in HTSUS 4901.99.0060)

- printed art and pictorial books with die-cut or tipped-in extra pages and bound with foil stamping or with silkscreen on the cover stock (described in HTSUS 4901.99.0065)

- dust covers of knitted polyester fabric designed for bed mattresses and pillows (described in HTSUS 6302.10.0020)

- pillow covers, of woven fabrics in chief weight of cotton, incorporating a zippered opening (described in HTSUS 6304.92.0000)

- comforter shells of fabric in chief weight of polyester (described in HTSUS 6307.90.9889)

- fabric shells for backrests in chief weight of polyester fabric (described in HTSUS 6307.90.9889)

- fabric shells for cushions in chief weight of polyester fiber (described in HTSUS 6307.90.9889)

- antique silverware of an age exceeding one hundred years (described in HTSUS 9706.00.0020)

- antique furniture of an age exceeding one hundred years (described in HTSUS 9706.00.0040)

The scope of each exclusion is governed by the product description in the official notice and not the descriptions found in any particular request.

These exclusions, which must be claimed using new HTSUS subheading 9903.88.51, will be retroactive to Sept. 1, 2019, and remain in place until Sept. 1, 2020. Importers may utilize these exclusions for any product that meets the descriptions above, even if they did not request it.
