This course will prepare attendees to take the customs broker examination. This course includes 40 hours of instruction, a manual, required Customs directives, copies of past examinations, and additional hand-out materials. There will also be a significant amount of homework in addition to the class time.

Although the class is geared toward the exam itself, it is also an extensive overview of the customs brokerage/import process and a great option for those looking for training in this field.  Some attendees choose to take the course without actually taking the exam.

The course will cover topics including broker regulations, entry, classification, valuation, free trade agreements, antidumping/countervailing duty, fines, penalties and forfeitures, bonds, country of origin marking, liquidation, search and seizure, intellectual property, and other topics covered on the exam.

The most important factor in passing the exam is the amount of time spent on exam preparation. This course involves 40 hours of class time and many hours of homework, particularly when working on practice exams. Thus, it is likely that attendees will end up with close to 100 hours of class-related work.

Course Schedule and Location  

Classes begin on Aug. 1 and will meet every Monday and Thursday night from 6:00 pm to 8:30 pm. The final class will be a full-day session on Saturday, Oct. 12, which will be a timed practice examination. 

The course will be held at the Courtyard Marriott at 240 Mishawum Rd, Woburn Mass., 01801. The hotel is located off Rte. 128 and there are several restaurants and stores in the area. The hotel also features a restaurant and marketplace in the lobby. In addition, there is ample free parking.

Course Instructor

ST&R attorney Paula M. Connelly has been teaching this broker prep course for the past 10 years. She has over 25 years of experience in customs and international trade matters. Ms. Connelly is part of the working group of trade professionals that assist U.S. Customs with improving the broker exam. Because of this, she is able to share some relevant input from the group during the class.

Required Materials

All attendees must purchase the required publications including the Harmonized Tariff Schedule of the United States and Section 19 of the Code of Federal Regulations, Customs Duties. Both publications are available through the Government Printing Office (www.gpo.gov) and Boskage Publications/Thomson Reuters (www.boskage.com) also sell them. The approximate cost for these materials is $400-$500. Attendees who purchase the materials from Boskage will receive a 10 percent discount on the materials.
