The Department of Commerce and U.S. Customs and Border Protection are now working closely together to combat the evasion of AD/CV duties and the circumvention of AD/CV duty orders. For example, the DOC has been utilizing anti-circumvention proceedings to expand the coverage of AD/CV duty orders and duty liability and recently self-initiated such a proceeding following a review of CBP data. CBP, which continues to make the collection of unpaid or underpaid AD and CV duties a priority, is conducting formal investigations of alleged AD/CV duty evasion under the authority of the Enforce and Protect Act.
