Coast Guard Begins Rulemaking on TWIC Reader Requirements
The U.S. Coast Guard has issued an advanced notice of proposed rulemaking with preliminary thoughts on potential requirements for owners and operators of certain vessels and facilities for use of electronic readers designed to work with Transportation Worker Identification Credentials as an access control measure. The notice addresses potential requirements associated with TWIC readers, including recordkeeping requirements for owners or operators and amendments to security plans previously approved by the Coast Guard to incorporate TWIC requirements. The Coast Guard notes that the rulemaking is intended to enhance port and vessel security by ensuring that only persons who hold valid TWICs are granted unescorted access to secure areas. Interested parties may submit comments on this advanced notice of proposed rulemaking by May 26.
