State Dept. Proposes Increase in Registration Fees for Exporters of Defense Items
The State Department is seeking comments by Aug. 27 on a proposed rule that would increase the annual registration fees for exporters of defense articles or services who are required to register with State’s Directorate of Defense Trade Controls. In a proposed rule to be published July 28, State is proposing to adopt the following three-tier registration fee schedule.

• Registrants who are renewing a registration and have not submitted any license applications during the 12-month period ending 90 days prior to the expiration of their current registration (the 12-month period) will pay a registration fee of $2,250. This fee will also apply to those registering for the first time,

• Registrants who have submitted ten or fewer license applications during the 12-month period will pay a registration fee of $2,750.

• Registrants who have submitted more than ten license applications during the 12-month period will pay a registration fee of $2,750 plus an additional fee that will be determined by multiplying $250 times the number of applications over ten submitted during the 12-month period.

Registration fees will be capped at three percent of the total value of license applications submitted during the 12-month period or $2,750, whichever is greater. Fees for universities and other income tax-exempt registrants may be reduced to the first tier fee provided that proof of such status is submitted with the registration package.
