ITC Investigating Changes to HTSUS Provisions, Bahrain FTA Rules
Proposed HTSUS Modifications to Reflect WCO Recommendations. The International Trade Commission has launched an investigation on proposed modifications to the Harmonized Tariff Schedule of the United States that would implement amendments to the international Convention on the Harmonized Commodity Description and Coding System that were recommended by the World Customs Organization and are scheduled to become effective Jan. 1, 2012. Any tariff modifications recommended by the ITC may be implemented by presidential proclamation following a congressional layover and consultation period.
The ITC anticipates publishing its preliminary report on its Web site April 9. Public comments on the preliminary report will be due by May 21, and a final report will be submitted to the president no later than June 25. To assist the public in understanding the proposed changes, the ITC will include in its preliminary and final reports a non-authoritative cross-reference table linking the proposed tariff codes to corresponding current tariff codes.
