Senate Moves to Ease Restrictions on Trade with Cuba
The Senate Appropriations Committee approved July 10 by a 29-1 vote legislation that would remove restrictions on exports of agricultural and medical goods to Cuba. The House version reportedly includes a similar provision.
The Senate’s fiscal year 2010 financial services appropriations bill includes a provision sponsored by Sen. Byron Dorgan, D-N.D., that would allow agricultural and medical products to be exported to Cuba so long as cash payment is obtained before the goods are delivered. The Trade Sanctions Reform and Export Enhancement Act of 2000 authorized cash-in-advance sales of such goods to Cuba, but in 2005 the Treasury Department’s Office of Foreign Assets Control adopted a policy requiring cash payment before the goods could be shipped from a U.S. port.
