Classification

More than 170 countries use the Harmonized Commodity Description and Coding System (HS) of tariff nomenclature to classify products in international trade. Understanding how to properly interpret the individual harmonized tariff schedules based on the HS is essential in determining duty rates and preference program eligibility for imported merchandise. We help clients with this critical aspect of import/export operations.

As a true global service provider, ST&R and STTAS offer unsurpassed experience in U.S. and international tariff classification and managed tariff classification services for clients importing and exporting products all over the world. We always look out for our clients’ bottom lines by seeking creative solutions to qualifying for classifications that carry the lowest possible duty rates, including eligibility for duty-free treatment under tariff preference programs and free trade agreements.

Along with making sure their imports receive all the cost-saving advantages to which they are entitled, U.S. importers receive added value when they seek assistance from our classification professionals. Under U.S. law, importers have an obligation to exercise reasonable care when classifying imported goods under the Harmonized Tariff Schedule of the United States (HTSUS). Importers who fail to meet this standard risk exposure to fines and penalties as well as costly delays in customs clearance for imported goods. By relying on our team to classify products, review processes, file for classification rulings on our clients’ behalf or manage classification methodology, our clients meet the reasonable care standard.
