ARTHUR K. PURCELL is a member of Sandler, Travis & Rosenberg, P.A., resident in the New York office. Mr. Purcell has extensive customs litigation experience, including duty refund actions in the U.S. Court of International Trade on behalf of major importers and surety companies. His practice areas also include general customs law (e.g., classification, valuation, marking), commercial litigation and transportation and surety law.

Prior to joining the Firm, Mr. Purcell served as a law clerk to the Hon. Gregory W. Carman in the Court of International Trade. He also served as assistant panelist on a NAFTA Article 1904 binational dispute resolution panel.

Mr. Purcell holds a J.D. and a B.A. in political science from Queens College of the City University of New York. He is admitted to practice before the U.S. District Court for the Southern District of New York, the U.S. Court of Appeals for the Federal Circuit and the Court of International Trade. He is a member of the Customs and International Trade Bar Association and serves on its Customs and Tariff Committee.
