AD/CV Notices: Wood Flooring, Hot-Rolled Steel, Tissue Paper, Steel Rod, Isocyanurates

Wood Flooring. In the preliminary results of its administrative review of the countervailing duty order on multilayered wood flooring from China for the period Jan. 1 through Dec. 31, 2013, the International Trade Administration has determined net subsidy rates of 0.89 percent to 1.97 percent for dozens of producers/exporters. The ITA also intends to rescind this review with respect to seven producers/exporters for which there is no record evidence to indicate that they had entries of subject goods during the period of review.

Chlorinated Isocyanurates. In the final results of its administrative review of the antidumping duty order on chlorinated isocyanurates from China for the period June 1, 2013, through May 31, 2014, the ITA has determined weighted average dumping margins of zero for exporters Heze Huayi Chemical Co. Ltd. and Juancheng Kangtai Chemical Co. Ltd. and 1.15 percent for Hebei Jiheng Chemical Co. Ltd. AD duties based on these rates will be assessed on entries of subject goods during the period of review, and AD cash deposits at these rates will be required for subject goods entered or withdrawn from warehouse for consumption on or after Jan. 11.

Hot-Rolled Steel. In the final results of its administrative review of the AD duty order on hot-rolled carbon steel flat products from India for the period Dec. 1, 2013, through Nov. 30, 2014, the ITA has determined that the four companies reviewed had no shipments of subject goods to the U.S. during the period of review. Entries of subject goods during the period of review that were produced or exported by these companies and for which they did not know that the goods were destined for the U.S. will be liquidated at the all others rate, which is currently 38.72 percent, if there is no rate for the intermediary companies involved in the transaction. The AD cash deposit rates for these four companies will remain unchanged from those assigned in the most recently completed review.

Tissue Paper Products. The International Trade Commission has scheduled a full sunset review of the AD duty order on tissue paper products from China, which will result in either the revocation or continuation of this order. A hearing will be held April 28, pre-hearing briefs and requests to appear at the hearing are due by April 21, post-hearing briefs are due by May 5, and final comments are due by June 2.

Stainless Steel Wire Rod. The ITC has scheduled full sunset reviews of the AD duty orders on stainless steel wire rod from Italy, Japan, Korea, Spain and Taiwan, which will result in either the revocation or continuation of these orders. A hearing will be held May 26, pre-hearing briefs and requests to appear at the hearing are due by May 17, post-hearing briefs are due by June 6, and final comments are due by July 1.
