Nature of Notice: Initiation of antidumping and countervailing duty investigations.
Details: Alleged dumping margins of 99.32% to 110.25%. Covered merchandise is certain hot-rolled products of carbon steel and alloy steel, in coils, of approximately circular cross section, less than 19.00 mm in actual solid cross-sectional diameter. Specifically excluded are steel products possessing the above-noted physical characteristics and meeting the HTSUS definitions for stainless steel, tool steel, high nickel steel, ball bearing steel, or concrete reinforcing bars and rods. Also excluded are free cutting steel (also known as free machining steel) products (i.e., products that contain by weight one or more of the following elements: 0.1% or more of lead, 0.05% or more of bismuth, 0.08% or more of sulfur, more than 0.04% of phosphorus, more than 0.05% of selenium, or more than 0.01% percent of tellurium).

Nature of Notice: Preliminary results and partial rescission of administrative review of countervailing duty order for the period Jan. 1 through Dec. 31, 2012.
Details: Net subsidy rates of 1.49% and 31.78%. CV duties on entries of subject merchandise from all companies except Wuxi Seamless Oil Pipe Co. Ltd. and Jiangsu Chengde Steel Tube Share Co. Ltd. will be assessed at the CV cash deposit rates required at the time of entry or withdrawal from warehouse for consumption.

Nature of Notice: Preliminary results of administrative review of antidumping duty order for the period May 1, 2012, through April 30, 2013.
Details: Tianjin Magnesium International Co. Ltd. and Tianjin Magnesium Metal Co. Ltd. had no reviewable entries of subject merchandise during the period of review. AD cash deposits for entries of subject merchandise from these exporters will continue to be required at the rate assigned in the most recently completed review.

Nature of Notice: Expedited sunset review determination that revocation of countervailing duty order would be likely to lead to continuation or recurrence of countervailable subsidies at rates of 13.63% to 138.53%.
