AD/CV Notices: Tires, Threaded Rod, Sinks, Plastic Bags, PET Film, Steel Shelving

Off-Road Tires. The International Trade Administration has amended the final results of its administrative review of the antidumping duty order on new pneumatic off-the-road tires from China for the period Sept. 1, 2012, through Aug. 31, 2013. The revised weighted average dumping margins are 11.41 percent for three individual exporters and 105.31 percent for the China-wide entity. AD duties based on these rates will be assessed on entries of subject merchandise during the period of review, and AD cash deposits at these rates will be required for subject merchandise entered or withdrawn from warehouse for consumption on or after May 7.

Steel Threaded Rod. In the preliminary results of its administrative review of the AD duty order on steel threaded rod from China for the period April 1, 2013, through March 31, 2014, the ITA has determined that all nine mandatory respondents are part of the China-wide entity. Comments are due by June 8.

Stainless Steel Sinks. In the preliminary results of its administrative review of the countervailing duty order on drawn stainless steel sinks from China for the period Aug. 6, 2012, through Dec. 31, 2013, the ITA has determined net subsidy rates of 3.91 percent (2012) and 9.83 percent (2013) for Guangdong Dongyuan Kitchenware Industrial Co. Ltd. The ITA has also rescinded this review with respect to four companies and found that Shunde Native Product Import and Export Co. Ltd. of Guangdong did not have any reviewable entries of subject merchandise during the period of review. Comments on these preliminary results are due no later than June 8.

In the preliminary results of its administrative review of the AD duty order on these items, the ITA has determined weighted average dumping margins of 0.81 percent to 5.55 percent. The ITA has also found three companies to be part of the China-wide entity, currently subject to an AD duty rate of 76.53 percent, because they did not demonstrate that they were entitled to a separate rate.

Plastic Bags. In the preliminary results of its administrative review of the AD duty order on polyethylene retail carrier bags from Thailand for the period Aug. 1, 2013, through July 31, 2014, the ITA has determined a weighted average dumping margin of 122.88 percent for Beyond Packaging Co. Ltd. The ITA is also rescinding this review with respect to 32 companies based on the petitioners’ withdrawal of their request for review.

PET Film, Sheet and Strip. The ITA has preliminarily determined that imports of polyethylene terephthalate film, sheet and strip produced in Bahrain from PET chips and silica chips manufactured in the United Arab Emirates and subsequently exported from Bahrain to the U.S. is not circumventing the AD duty order on PET film from the UAE. Comments are due by June 8.

Steel Shelving. The International Trade Commission has scheduled the final phase of its AD and CV injury investigations of boltless steel shelving units prepackaged for sale from China. A hearing will be held Aug. 13, requests to appear at the hearing are due by Aug. 7, pre-hearing briefs are due by Aug. 5, post-hearing briefs are due by Aug. 20, and final comments are due by Sept. 11.
