AD/CV Notices: Tires, Pasta, Copper Pipe and Tube

Tires. The International Trade Administration has issued antidumping and countervailing duty orders on passenger vehicles and light truck tires from China. Subject goods are new pneumatic tires, of rubber, with a passenger vehicle or light truck size designation. They may be tube-type, tubeless, radial or non-radial and may be intended for sale to original equipment manufacturers or the replacement market. Subject tires are currently classified under HTSUS subheadings 4011.10.1010, 4011.10.1020, 4011.10.1030, 4011.10.1040, 4011.10.1050, 4011.10.1060, 4011.10.1070, 4011.10.5000, 4011.20.1005 and 4011.20.5010 and may also enter under HTSUS subheadings 4011.99.4510, 4011.99.4550, 4011.99.8510, 4011.99.8550, 8708.70.4545, 8708.70.4560, 8708.70.6030, 8708.70.6045 and 8708.70.6060.

The ITA has also amended its final affirmative AD and CV duty determinations on these goods to correct certain AD and CV duty rates, which now range from 14.35 percent to 87.99 percent (AD) and 20.73 percent to 116.33 percent (CV). The ITA will now instruct U.S. Customs and Border Protection to assess AD and CV duties at the final rates and to require cash deposits at these rates for subject tires entered or withdrawn from warehouse for consumption on or after Aug. 10.

Pasta. In its administrative review of the CV duty order on pasta from Italy for the period Jan. 1 through Dec. 31, 2013, the ITA has preliminarily determined subsidy rates of 0.32 percent to 2.12 percent. The ITA has rescinded this review with respect to Industria Alimentare Filiberto Bianconi 1947 S.p.A. and Delverde Industrie Alimentari S.p.A., both of which timely withdrew their requests for review. The ITA also preliminarily intends to rescind this review with respect to La Molisana Industrie Alimentari S.p.A., which ceased operations prior to the period of review.  

Copper Pipe and Tube. In its administrative review of the AD duty order on seamless refined copper pipe and tube from Mexico for the period Nov. 1, 2013, through Oct. 31, 2014, the ITA has preliminarily determined a weighted average dumping margin of zero for producer/exporter GD Affiliates S. de R.L. de C.V.
