Surveys of U.S. and Foreign Investment, Carrier Expenses and Freight Revenues Underway

The Department of Commerce is conducting the following surveys and all U.S. persons who meet the reporting requirements must respond to and comply with them.

- Annual Survey of Foreign Direct Investment in the U.S. (BE-15): This survey collects information on the operations of U.S. affiliates of foreign companies. Reports are required from each U.S. business enterprise in which a foreign person has a direct and/or indirect ownership interest of at least 10 percent of the voting stock in an incorporated business enterprise, or an equivalent interest in an unincorporated business enterprise, and that meets the additional conditions detailed in Form BE-15.

- Quarterly Survey of FDI in the U.S. – Transactions of U.S. Affiliate with Foreign Parent (BE-605): This survey collects information on transactions between parent companies and their affiliates and on direct investment positions. Reports are required from each U.S. business enterprise in which a foreign person has a direct and/or indirect ownership interest of at least 10 percent of the voting stock if an incorporated business enterprise, or an equivalent interest if an unincorporated business enterprise, and that meets the additional conditions detailed in Form BE-605.

- Annual Survey of Foreign Ocean Carriers’ Expenses in the U.S. (BE-29): Reports are required from U.S. agents of foreign carriers who handle 40 or more port calls by foreign ocean vessels in the reporting period or have total annual covered expenses for all foreign ocean vessels handled by the U.S. agent of $250,000 or more.

- Quarterly Survey of Ocean Freight Revenues and Foreign Expenses of U.S. Carriers (BE-30): Reports are required from each U.S. person whose total covered revenues or total covered expenses were $500,000 or more during the previous year or are expected to be $500,000 or more during the current year.

- Quarterly Survey of U.S. Airline Operators’ Foreign Revenues and Expenses (BE-37): Reports are required from each U.S person whose total covered revenues or total covered expenses were $500,000 or more during the previous year or are expected to be $500,000 or more during the current year.

- Quarterly Survey of U.S. Direct Investment Abroad – Transactions of U.S. Reporter with Foreign Affiliate (BE-577): This survey collects information on transactions between parent companies and their affiliates and on direct investment positions. Reports are required from each U.S. person that has a direct and/or indirect ownership interest of at least 10 percent of the voting stock in an incorporated foreign business enterprise or an equivalent interest in an unincorporated foreign business enterprise, and that meets the additional conditions detailed in Form BE-577.
