AD/CV: New Reviews, Steel, Shrimp, Nails, Washers, Innerspring Units

New Administrative Reviews. The International Trade Administration has initiated administrative reviews of the following antidumping and/or countervailing duty orders for the periods July 1, 2015, through June 30, 2016 (AD) or Jan. 1 through Dec. 31, 2015 (CV), unless otherwise noted.

- polyethylene terephthalate film from India (AD/CV) and Taiwan (AD)

- pasta from Italy (AD/CV) and Turkey (AD)

- steel nails from Korea, Malaysia, and Oman (AD; Dec. 29, 2014, through June 30, 2016)

- steel nails from Taiwan (AD; May 20, 2015, through June 30, 2016)

- steel nails from Vietnam (AD, Dec. 29, 2014, through June 30, 2016; CV, Nov. 3, 2014, through Dec. 31, 2015)

- solid urea from Russia (AD)

- steel threaded rod from China (AD; April 1, 2015, through March 31, 2016)

- circular welded carbon quality steel pipe from China (AD/CV)

- xanthan gum from China (AD)

Hot-Rolled Steel. The International Trade Commission will hold an open meeting Sept. 16 to vote in its sunset review of the AD duty order on hot-rolled carbon steel flat products from Russia. This review will result in either the revocation or continuation of this order.

The ITC will hold a separate open meeting Sept. 12 to hold a final vote in its AD and/or CV injury investigations of hot-rolled steel flat products from Australia, Brazil, Japan, Korea, the Netherlands, Turkey, and the United Kingdom.

Shrimp. In the final results of its administrative review of the AD duty order on frozen warmwater shrimp from Vietnam for the period Feb. 1, 2014, through Jan. 31, 2015, the ITA has determined a weighted average dumping margin of 4.78 percent for dozens of exporters. AD duties based on this rate will be assessed on entries of subject goods during the period of review, and AD cash deposits at this rate will be required for subject goods entered or withdrawn from warehouse for consumption on or after Sept. 12.

The ITA has also determined that 15 companies did not have any reviewable transactions during the period of review.

Steel Nails. In the preliminary results of its administrative review of the AD duty order on steel nails from China for the period Aug. 1, 2014, through July 31, 2015, the ITA has determined a weighted average dumping margin of 5.90 percent for 22 exporters. The ITA has also preliminarily determined that 11 companies did not have any reviewable transactions during the period of review.

Steel Plate. In the final results of its administrative review of the AD duty order on cut-to-length carbon-quality steel plate products from Korea for the period Feb. 1, 2014, through Jan. 31, 2015, the ITA has determined weighted average dumping margins of 1.11 percent for Dongkuk Steel Mill Co. Ltd. AD duties based on this rate will be assessed on entries of subject goods during the period of review, and AD cash deposits at this rate will be required for subject goods entered or withdrawn from warehouse for consumption on or after Sept. 12.

In the final results of its new shipper review of this order, the ITA has determined a weighted average dumping margin of zero for Hyundai Steel Company. As a result, no AD duties will be assessed on, and no AD cash deposits will be required for, entries of subject goods from this company.

Washers. In the final results of its administrative review of the AD duty order on large residential washers from Mexico for the period Feb. 1, 2014, through Jan. 31, 2015, the ITA has determined a weighted average dumping margin of 2.47 percent for Electrolux Home Products Corp. NV/Electrolux Home Products de Mexico, S.A. de C.V. AD duties based on this rate will be assessed on entries of subject goods during the period of review, and AD cash deposits at this rate will be required for subject goods entered or withdrawn from warehouse for consumption on or after Sept. 12.

In the final results of its administrative review of the AD duty order on large residential washers from Korea for the period Feb. 1, 2014, through Jan. 31, 2015, the ITA has determined a weighted average dumping margin of 1.62 percent for manufacturer/exporter LG Electronics Inc. AD duties based on this rate will be assessed on entries of subject goods during the period of review, and AD cash deposits at this rate will be required for subject goods entered or withdrawn from warehouse for consumption on or after Sept. 12.

Innerspring Units. In the final results of its administrative review of the AD duty order on uncovered innerspring units from China for the period Feb. 1, 2014, through Jan. 31, 2015, the ITA has determined a weighted average dumping margin of 234.51 percent for Macao Commercial and Industrial Spring Mattress Manufacturer. AD duties based on this rate will be assessed on entries of subject goods during the period of review, and AD cash deposits at this rate will be required for subject goods entered or withdrawn from warehouse for consumption on or after Sept. 12.
