AD/CV Notices: Steel Shelving, Hot-Rolled Steel, Solar Cells, Crawfish Meat

Boltless Steel Shelving. The International Trade Administration has issued antidumping and countervailing duty orders on boltless steel shelving units prepackaged for sale from China. These goods enter the U.S. under Harmonized Tariff Schedule subheadings 9403.20.0018, 9403.20.0020, 9403.20.0025 and 9403.20.0026 but may also enter under subheading 9403.10.0040.

Weighted average dumping margins are 17.55 percent for specifically named exporters and 112.68 percent for the China-wide entity. The ITA has revised its CV duty rates, which now range from 13.73 percent to 80.39 percent.

Hot-Rolled Steel. The ITA has postponed from Nov. 4 to Jan. 8 the deadline for its preliminary CV duty determination on hot-rolled steel flat products from Brazil, Korea and Turkey.

Solar Cells. In its changed circumstances review of the AD duty order on crystalline silicon photovoltaic cells, whether or not assembled into modules, from China, the ITA has preliminarily determined that Neo Solar Power Corporation is not the successor-in-interest to DelSolar Co. Ltd. for purposes of determining AD duty liability. If this determination is upheld, Neo Solar will be subject to the cash deposit rate for the China-wide entity, which is currently 238.95 percent.

Crawfish Meat. The ITA has initiated a new shipper review of the AD duty order on freshwater crawfish tail meat from China with respect to Hubei Qianjiang Huashan Aquatic Food and Product Co. Ltd. The ITA will instruct U.S. Customs and Border Protection to allow until the completion of this review, at the option of the importer, the posting of a bond or security in lieu of a cash deposit for each entry of subject goods produced and exported by Hubei Qianjiang.
