AD/CV Notices: Steel Plate, PET Resin, Scope Rulings

Steel Plate. In the final results of its administrative review of the antidumping duty order on cut-to-length carbon-quality steel plate products from Korea for the period Feb. 1, 2013, through Jan. 31, 2014, the International Trade Administration has determined a weighted average dumping margin of 0.56 percent for manufacturer/exporters Bookuk Steel Co. Ltd., Dongkuk Steel Mill Co. Ltd. and SM Solution Co. Ltd. AD duties based on this rate will be assessed on subject merchandise entered during the period of review, and AD cash deposits at these rates will be required for subject merchandise that is entered or withdrawn from warehouse for consumption on or after April 24.

PET Resin. The International Trade Commission announced April 23 preliminary affirmative antidumping and countervailing injury determinations on polyethylene terephthalate resin from Canada, China, India and Oman. As a result, the ITA’s AD and CV duty investigations of this product will continue, with preliminary determinations due by June 3 (CV) and Aug. 17 (AD).

Scope Rulings. The ITA has published a list of scope rulings and anti-circumvention determinations made between Oct. 1 and Dec. 31, 2014, with respect to the antidumping and/or countervailing duty orders on the following products.

- circular welded non-alloy steel pipe from Mexico

- aluminum extrusions from China

- artist canvas from China

- cased pencils from China

- lined paper products from China

- porcelain-on-steel cooking ware from China

- tissue paper products from China

- wooden bedroom furniture from China

- polyethylene retail carrier bags from Taiwan
