Final Rules Clarify Shift of Spacecraft Systems to Commerce Control List

The Bureau of Industry and Security and the State Department have finalized, with some clarifications and corrections, interim final rules issued in May 2014 concerning export controls on satellites and related articles. The BIS rule adds to the Export Administration Regulations export controls on spacecraft systems and related items that the president has determined no longer warrant control on the U.S. Munitions List, while the State rule revises USML category XV (spacecraft and related articles) to describe more precisely the articles warranting control in that category.
