AD/CV: Initiation of Reviews, Pipe, Paper, Tires, Oil Country Tubular Goods

Initiation of Reviews. The International Trade Administration has initiated administrative reviews of the antidumping and countervailing duty orders on the following goods for the periods Aug. 1, 2015, through July 31, 2016 (AD) or Jan. 1 through Dec. 31, 2015 (CV), unless otherwise noted. The ITA intends to issue the final results of these reviews no later than Aug. 31, 2017.

- granular polytetrafluoroethylene resin from Italy (AD; Aug. 1, 2015, through July 18, 2016)

- polyethylene retail carrier bags from China, Malaysia, and Thailand (AD)

- light-walled rectangular pipe and tube from Mexico (AD)

- steel nails from China (AD) and Korea (AD; Dec. 29, 2014, through June 30, 2016) - large power transformers from Korea (AD)

- carbon and alloy seamless standard, line, and pressure pipe (under 4.5”) from Romania (AD)

- frozen fish fillets from Vietnam (AD)

- passenger vehicle and light truck tires from China (AD: Jan. 27, 2015, through July 31, 2016; and CV: Dec. 1, 2014, through Dec. 31, 2015)

- tow-behind lawn groomers and parts thereof from China (AD)

- silicomanganese from Ukraine (AD)

Pressure Pipe. The International Trade Commission will hold an open meeting Oct. 25 to vote on its final AD and CV injury determinations on welded stainless steel pressure pipe from India. If this vote is affirmative the ITA will issue AD and CV duty orders on this product.

Lined Paper Products. In the preliminary results of its administrative review of the AD duty order on lined paper products from India for the period Sept. 1, 2014, through Aug. 31, 2015, the ITA has determined weighted average dumping margins of zero to 2.54 percent. The ITA has also preliminarily determined that Lodha Offset had no shipments of subject goods during the period of review.

Off-Road Tires. In the preliminary results of its administrative review of the AD duty order on new pneumatic off-the-road tires from China for the period Sept. 1, 2014, through Aug. 31, 2015, the ITA has determined a weighted average dumping margin of 33.58 percent for several exporters. The ITA has also preliminarily determined that Trelleborg Wheel Systems Hebei Co. had no reviewable transactions during the period of review.

Oil Country Tubular Goods. In the preliminary results of its administrative review of the AD duty order on oil country tubular goods from Korea for the period July 18, 2014, through Aug. 31, 2015, the ITA has determined weighted average dumping margins of 3.80 percent to 8.04 percent. The ITA has also preliminarily determined that six companies had no shipments of subject goods during the period of review.
